The 2023-2024 Orange County Charter Review Commission (CRC) has been meeting monthly since February 20, 2023. The first few meetings have been primarily to select a Chairman and Vice Chairman and hire a legal counsel to advise the CRC. Wade Vose, from The Vose Law Firm in Winter Park, was selected as the Attorney for the 2023-24 Charter Review Committee. In addition, at the May 15 meeting, the CRC approved Bylaws that establishes the rules and procedures on how any proposed charter amendments will be deliberated and voted on. It is the first time in the history of Orange County that a Charter Review Commission has adopted a set of bylaws.

Also on May 15, the Charter Review Commission voted to create 3 sub-committees to review three separate proposed changes to the Orange County Charter.

The 3 Subcommittees are as follows;

Initiative Petitions Committee – This Committee will review the process and rules for any citizen-driven petitions for future charter amendments in Orange County.

Charter Clean-Up Committee – This Committee will review the charter for any proposed “clean up” revisions that are needed due to subsequent legislative or judicial actions that contradict the Orange County Charter.

– Expansion of County Commission – This Committee will review the structure of the County Commission Districts to determine if any additional commission districts are warranted. In addition, the Committee will also review the current 4-year schedule of the CRC to determine whether the Commission should continue to meet every 4 years or should it be changed to every 8 years.

Angel de la Portilla, a West Orange Chamber member since 2010 who has served on the Chamber’s EGAC Committee, was selected by the CRC, on May 15th,  to be the Chairman of the County Commission Expansion subcommittee which met for the first time on May 31, 2023, at 11:00 a.m. followed by the Initiative Petitions Committee’s Organizational Meeting at 1:00 p.m. in the Office of Management and Budget (OMB) Conference Room at the Orange County Administration Center Building 201 S. Rosalind Ave., 3rd Floor, Orlando, FL 32801.

The CRC Charter Clean Up Committee meeting is scheduled for Monday, June 5, 2023, at 1:00 p.m. at the Orange County Administration Center Building 201 S. Rosalind Ave., 4th Floor Martha O. Haynie Conference Rooms, Orlando, FL 32801. This meeting is open to the public, and Orange County residents are welcome to attend and address the Committee during public comment.
